State Agency for Science and Higher Education has clarified claims on social media that artificial obstacles have been created to the transfer of students studying abroad to Azerbaijani universities.
In response to APA's inquiry, the State Agency stated that according to the rules, a student must collect at least half of the credits specified for that period in the educational program during his/her studies. That is, he/she must be able to pass at least 50% of the courses considered normal under the program.
It was noted that in some cases, students complete their studies in a very long time by taking a minimal number of courses, but this does not comply with the norms applied in higher education: "According to the current educational standard, the normative period of study is determined as 4 years and 60 credits for each academic year, and 30 credits for each semester. Resolution No. 348 of the Cabinet of Ministers of the Republic of Azerbaijan also establishes the same provision."
