According to the investigation, a homemade explosive device was placed on an electric scooter left at the entrance of a residential building. As a result of the terrorist act, Lieutenant General Kirillov and his assistant were killed. According to Kurbonov, he was "recruited" by Ukrainian special services and was promised a reward of $100,000 and residency in one of the EU countries. According to the investigation, Padiev and Tochiyev arranged a rented apartment for Kurbonov and transferred him money from their handler.
