Azerbaijan revises start date for electronic cigarette ban

The period of application of the ban on the import, export, production, storage, wholesale and retail sale and use of electronic cigarettes and their components in Azerbaijan is changing, APA reports.

This is reflected in the proposed amendment to the law "On Tobacco and Tobacco Products", which will be discussed in the second reading at the session of the Milli Majlis tomorrow.

Note that, according to the draft, electronic cigarettes containing nicotine are included in the definition of tobacco products. An electronic cigarette is a product intended for the inhalation of vapor containing or not containing nicotine into the human body, with the exception of food products, tobacco products, medicines and medical devices, and is intended for use through a device with or without a mouthpiece or other components, including a cartridge and a vial. The vial of electronic cigarettes can be used once or several times, or they can be refilled with disposable cartridges.

The Milli Majlis adopted the draft law in the first reading on December 19, and in that version, if the law is adopted, it is reflected that it will come into force on February 1, 2026.

In the draft submitted for discussion in the second reading, this period is replaced with April 1, 2026.

It should be noted that when the draft law was submitted for discussion in the first reading, the chairman of the parliamentary committee on economic policy, industry and entrepreneurship, Azer Amiraslanov, proposed changing the period of application of the ban.
