More than 14% of Ukraine"s entire housing stock has been destroyed over four years of military conflict.
Olena Shuliak, chair of a committee of the Verkhovna Rada of Ukraine, said this while speaking at an event on "Housing as a Foundation for Crisis Recovery and Reconstruction" held as part of the World Urban Forum (WUF13).
According to her, large-scale destruction has affected more than 2.5 million households, triggering a deep housing crisis. "Today, almost 5 million Ukrainians have official internally displaced person status, while more than 6 million people are forced to remain outside the country," the committee chair said.
Olena Shuliak emphasized that the response to this challenge has combined emergency and long-term solutions in the housing sector. Just one month after the start of full-scale hostilities, the country adopted a law on a national compensation mechanism for damaged and destroyed housing, and introduced digital tools to verify damage.
According to her, more than 200,000 households have already used the program, with initial funding provided from the frozen assets of Russian banks that operated in Ukraine.
She also noted the expansion of the state mortgage program: internally displaced persons can receive compensation of up to 70% of the initial mortgage payment, while about 30,000 families have already used preferential lending programs.
