Luis Moreno Ocampo admits receiving funds from Armenians living in Russia

New facts exposing former prosecutor of the International Criminal Court, Luis Moreno Ocampo, have emerged.

The material and video footage released by Minval Politika yesterday once again revealed the backstage of a large-scale and systematic information campaign against Azerbaijan. It is no longer about individual statements or simple political gestures, but about a systematic infrastructure of influence and pressure. This infrastructure involves Western platforms, diaspora networks, and, as has now become known, financial resources coming from Russia.

The key figure in this process is former ICC prosecutor Luis Moreno Ocampo. In the published video materials, he effectively confirms his participation in the campaign against Baku. Moreover, he openly states that he has connections and a team within European institutions, mentioning former head of European diplomacy Josep Borrell and his circle.

However, the most notable aspect is not the European direction, but the financial basis of this activity.

New video footage obtained by Minval Politika shows that the campaign is financed by a “group consisting of Russian-Armenian representatives,” and a special fund has been created for this purpose. The goal is to ensure long-term and sustained information pressure.

Ocampo openly admits that at the initial stage, he received funding from Armenian sources, after which more structured channels were engaged. This refers to wealthy Armenian diaspora representatives engaged in international business, some of whom live in Russia. The main principle here is anonymity. According to him, participants in this scheme prefer to operate through closed mechanisms “so as not to face problems with Russia.”

Luis Moreno Ocampo: “They travel abroad; they have interests everywhere, they don’t necessarily have to be in Russia. Some of them, not all. But I would say that this happens covertly.”

Luis Moreno Ocampo: “At first, I did this pro bono. The first report was pro bono. Then I received support from one of the American foundations to support a case at the International Criminal Court (ICC). After that, I also carried out the social media campaign almost pro bono. And now a group of Armenians from Russia is creating a fund to finance their more sustained campaign.”

Interlocutor: “So, how long will your project continue?”

Luis Moreno Ocampo: “I have no idea. Because now we… have a group of people financing this in the Armenian issue. And we have a commitment until May, […] but what I am doing is that…”

Interlocutor: “Also a minority in Armenia?”

Luis Moreno Ocampo: “No, the group that is financing…”

Interlocutor: “[…] Yes, some wealthy Armenians… What exactly do they do?”

Luis Moreno Ocampo: “Because they are Armenian. Because they are Armenian.”

Interlocutor: “Are they part of the government or are they NGOs? Are they people like me, or what?”

Luis Moreno Ocampo: “No, no, no. You know what? They live in Russia.”

In this context, the range of possible beneficiaries also becomes clearer. Businessman Samvel Karapetyan may act as one of the sources of financing. He had previously come to the fore in the context of supporting illegal activities in Azerbaijan’s occupied territories. According to reports, he took part in financing settlement and infrastructure projects in Karabakh during the period of occupation.

In addition, Ruben Vardanyan has undoubtedly been involved in this process. Despite currently being held in Baku, his foundation continues its activities, which are now managed by his family and directed toward a campaign against Baku.

New materials indicate that such practices have not disappeared, but have simply transformed. Whereas previously the focus was on creating “facts on the ground,” the emphasis is now on information and political pressure. Thus, a comprehensive ecosystem has been formed in which finance, media, political connections, and international institutions operate as a unified mechanism.

One of the points that particularly draws our attention here is Ocampo’s admission regarding timelines. He openly states that his team’s funding is secured “at least until May.” This indicates that the campaign has a planned nature.

Recall that May is the final stage of the election campaign in Armenia, which is preparing for parliamentary elections. Against this backdrop, what is happening appears not only as an external information attack but also as direct interference in the country’s internal affairs and electoral process. Moreover, let us not forget that in the footage we released yesterday, Ocampo’s son, Tomas, effectively admitted that one of the goals of this campaign is to overthrow Armenia’s Prime Minister Nikol Pashinyan.

All this once again shows that we are talking about a deeply rooted system that is directed not only against Azerbaijan, but also against regional stability in general. The joint activity of Western institutions, financial flows coming from Russia, and diaspora structures reveals the multi-layered nature of this campaign.

Materials published by Minval Politika bring to light a mechanism that remained in the shadows for many years. It is now clear that this is not about individual politicians’ “value-based positions,” but rather about concrete, financed, and pragmatic activity. Corruption money, of course, plays a decisive role.

This story also clearly demonstrates the degradation of an individual: a person who was once a well-known prosecutor of the International Criminal Court has effectively turned into a lobbying puppet serving hybrid attacks involving European structures and Armenian oligarchs in Russia — Karapetyan and Vardanyan.
