Heads of executive power arrested in the line of duty – List


Today, the press reported that the State Security Service (SSS) conducted an operation in the Balakan District Executive Authority and detained Islam Rzayev, the head of the district executive power.
As reported by Yeniavaz.com, this is not the first report of the detention of heads of executive power in Azerbaijan.
It should be noted that over the past 5-6 years, nine heads of executive power in Azerbaijan have been detained on charges under various articles of the Criminal Code and subsequently arrested by court order.
We present the heads of executive power detained in the line of duty:

Nizameddin Magomed oglu Guliyev was born on September 1, 1954, in the village of Tap Garagoyunlu, Goranboy District. He completed his postgraduate studies at the Azerbaijan State Agrarian University and the Azerbaijan Scientific Research Institute of Agricultural Economics and Organization. From 2009 to 2019, he served as head of the Goranboy District Executive Authority. By decree of April 5, 2019, he was appointed head of the Aghstafa District Executive Authority. On September 2, 2014, he was awarded the Order of Glory for his services to public and political life. He was a member of the New Azerbaijan Party.
On December 19, 2019, Nizameddin Guliyev was detained in a special operation conducted by the State Security Service. He is accused of extorting money from local executive authorities and other local government officials under various names since May 2019 through his deputy, Ramiz Tatarov, during his tenure as head of the executive authority.
Nizameddin Guliyev died of COVID-19 in Ganja Modular Hospital on September 7, 2021, while in custody. He was buried in the village of Tap Garagoyunlu in the Goranboy District.

Goja Cherkez oglu Samedov was born on October 13, 1959, in Yevlakh. He graduated from the Azerbaijan Technological Institute in 1982 with a degree in engineering and technology.
On February 18, 2011, he was appointed head of the Yevlakh City Executive Authority.
In 2019, he was awarded the Order "For Merit to the Fatherland," 3rd class, for his active participation in the socio-political life of the Republic of Azerbaijan. He has been a member of the New Azerbaijan Party since 2004.
On December 19, 2019, Goja Samedov was detained in a special operation conducted by the State Security Service. He was accused of embezzling state funds during his tenure as head of the executive branch, confiscating wages allocated for public works on a large scale, embezzling 236,000 manats of state funds from salary cards opened in the names of 133 Yevlakh residents whose names were registered in various cases, and "returning" hundreds of thousands of manats of budget funds under the guise of public works. The former head of the executive branch, accused of official misconduct, was finally sentenced to five years and nine months in prison. In July 2023, he was paroled from the remaining portion of his sentence due to health reasons. He underwent three surgeries while in prison. In July 2023, Goja Samedov, who was paroled due to health reasons, died at home.

Jeyhun Farrukh oglu Jafarov was born on December 1, 1965, in Yevlakh. He graduated from the Azerbaijan State Oil Academy in 1992 and the Azerbaijan State University of Economics in 2007. From 2011 to 2014, he served as head of the Tartar District Executive Authority. On April 16, 2014, he was appointed head of the Kurdamir District Executive Authority. He has been a member of the New Azerbaijan Party since August 2000.
Jeyhun Jafarov was arrested in August 2020. He was sentenced to 8 years and 6 months in prison. The Shirvan Court of Appeal later reduced the former head's sentence to 6 years, and then the Supreme Court reduced this sentence to 4 years and 6 months. In February 2025, Jeyhun Jafarov's sentence, convicted on corruption charges, was completed.

Namig Rasul oglu Zeynalov was appointed head of the Jalilabad District Executive Authority on February 6, 2018.
Prior to this, he served as Deputy Head of the State Real Estate Registry Service under the State Property Committee.
Namig Zeynalov was arrested in 2020. His sentence was reduced from 12 to 11 years and 9 months in prison. He is currently in custody.

Mahir Haji oglu Guliyev was born on November 28, 1958, in the Kelbajar district. From 1981 to 2005, he held various positions at the Sahil restaurant and farm, rising to the position of deputy director. In 1996, he entered the Faculty of Legal Regulation of Economics at Nakhchivan University. He graduated from the same university in 2000 with a degree in Administrative Management.
From 2006 to 2011, he served as the head of the Astara District Executive Authority. On April 26, 2011, he was appointed head of the Bilasuvar District Executive Authority.
On April 29, 2020, he was detained in a special operation by the State Security Service special forces in the Bilasuvar District Executive Authority building and taken to Baku.
A member of the New Azerbaijan Party, he was arrested in 2020. His 11-year sentence was reduced to 8 years and 3 months, and he is currently in prison.

Vilyam Fakhrali oglu Hajiyev was born on August 10, 1957, in Goygol. He graduated from the Buguruslan School of Civil Aviation in the Orenburg Region in 1979, the Azerbaijan Technological University in 1991, and the Civil Aviation Academy in 1994. He has been a member of the New Azerbaijan Party since 1993.
On May 5, 2020, based on a court decision, the State Security Service conducted investigative operations at the place of work and residence of Vilyam Hajiyev. On May 6, 2020, the investigative body charged V. Hajiyev under Articles 308 (abuse of office), 179 (embezzlement), and 311 (bribe-taking) of the Criminal Code. On July 25, 2022, the Baku Grave Crimes Court sentenced Vilyam Hajiyev to 12 years in prison. The sentence was later reduced to 8 years and 6 months.

Ismail Maharram oglu Valiyev was born on October 31, 1959, in Ganja. He graduated from Baku State University in 1981. Since 2005, he has served as the head of the Gobustan District Executive Authority. From 2011 to February 20, 2020, he served as the head of the Neftchala District Executive Authority. On February 20, 2020, the State Security Service conducted an operation to detain Ismail Valiyev. He was sentenced to 10 years in prison. This sentence was later reduced to 6 years and 2 months.

Alimpasha Adil oglu Mammadov held several positions in tax authorities. From 2011 to 2014, he served as the head of the Baku City Tax Department. From 2014 to 2021, he served as the head of the Shamkir District Executive Authority. On April 29, 2021, he was charged under Articles 179.4 (embezzlement or misappropriation), 193-1.3.2 (money laundering), 308.2 (abuse of office), 311.3.2, and 311.3.3 (repeated bribery) of the Criminal Code. The court ordered his pretrial detention. He was sentenced to 11 years and 6 months in prison. This sentence was later reduced to 10 years.

Musa Shaban oglu Shakiliev was born in 1959 in the Gakh District. He entered the Novocherkassk Engineering and Melioration Institute in Novocherkassk, Rostov Region, and graduated in 1981 with a degree in forestry engineering. Musa Shakiliev was appointed head of the Gakh District Executive Authority on April 12, 2010. He was detained during a special operation by the State Security Service on June 20, 2025. He is a member of the New Azerbaijan Party.
