The referendum on amendments to the Constitution in Kazakhstan will be an important stage in the country’s political modernization, Kazakh political analyst Almat Tokeyin said in a statement to APA’s correspondent dispatched to Astana.
According to him, the referendum will serve to further strengthen dialogue between the state and society and increase the role of citizens in making strategic decisions.
The analyst noted that the key point is that important strategic decisions for the country will be made not only at the level of state institutions, but also with the direct participation of citizens.
Almat Tokeyin stated that the new Constitution is aimed at forming a more balanced political system. According to him, the document envisages expanding the role of parliament and strengthening mechanisms of public oversight.
“At the same time, the reforms are aimed at redistributing powers between the branches of government and strengthening the principle of checks and balances. This will increase the stability of the state system,” he said.
He added that for citizens these changes mean broader opportunities to participate in public and political life, greater transparency in decision-making and stronger protection of human rights.
“Constitutional amendments also establish a number of social and legal guarantees, which will strengthen society’s trust in state institutions,” Tokeyin noted.
He added that under the new Constitution a vice-presidential institution will also be created.
“As in Azerbaijan, the establishment of the vice-president’s post will strengthen the stability of presidential power,” he said.
The political analyst emphasized that Kazakhstan’s future development will generally be based on the principles of openness, dialogue and responsibility to society.
