The congratulatory message reads:
"On the occasion of August 24 – Independence Day, I extend my sincerest congratulations and best wishes to you and, through you, to your entire people on my own behalf and on behalf of the people of Azerbaijan.
The interstate relations between Azerbaijan and Ukraine are based on the deep respect of our peoples for one another and on the traditions of friendship and mutual regard historically established between them.
At present, these relations, built on such a solid foundation, are developing and acquiring new content. Our political dialogue and cooperation in the fields of economy, transport, energy, and humanitarian affairs are among the main factors characterizing our bilateral ties.
The mutual support and solidarity demonstrated by our countries on matters of territorial integrity and sovereignty, in line with the norms and principles of international law, is commendable. Azerbaijan will continue to provide the friendly people of Ukraine with the necessary humanitarian support and assistance.
I am confident that, in accordance with the will of our peoples, we will consistently continue our joint efforts to further strengthen and deepen the friendly relations and cooperation between Azerbaijan and Ukraine.
On this festive day, I wish you robust health, happiness, and success in your activities, and I wish the friendly people of Ukraine peace and prosperity."
