Trial begins for Armenian resident planning armed provocation in Khankendi

A criminal case against an individual accused of committing terrorism and other particularly serious crimes in Khankendi has been sent to court, APA reports, citing the Press Service of the Prosecutor General’s Office.

It was stated that the preliminary investigation of the criminal case initiated under the relevant articles of the Criminal Code of the Republic of Azerbaijan at the Investigation Department of the Prosecutor General’s Office on September 14 of this year, regarding committing terrorism resulting in an explosion by firing shots from firearms and ammunition,  as well as attempting to deliberately kill more than two police officers in connection with terrorism other facts in the territory of the city of Khankendi of the Republic of Azerbaijan, has been completed.

Through investigative measures, reasonable suspicions have been established that Karen Avanesyan, an Armenian-origin resident of Khankendi city born in 1967, committed a number of particularly serious crimes.

Thus, K. Avanesyan obtained an automatic firearm of the “AKMS” model, its component parts, as well as a large number of hand grenades left over from the illegal armed formations that had been operating in the territory of the city of Khankendi until September 2023, with the aim of disrupting public security and creating panic among the population, and committing terrorist acts accompanied by explosions, killings of people and other socially dangerous consequences, as well as intentional homicides related to terrorism, hid them in the territory of the city and kept them there for a long time and to carry out his criminal intent, on September 14, at around 07:00, he left the social shelter where he lived without giving any reason, took the weapons and ammunition he had hidden, brought them into a state ready to fire, entered another uninhabited house at around 09:00, and by taking up a position, waited for the police officers to approach. After observing that the number of police officers trying to determine his location was large, he came to the conclusion that the conditions were suitable for committing the terrorism he had planned in advance and for killing numerous representatives of the authorities, and from his hiding place opened multiple indiscriminate shots with the assault rifle at the police officers approaching him. Afterwards, he threw hand grenades toward the area where the police officers were.

As a result, 3 police officers received injuries of varying degrees, and since they were evacuated from the scene and provided with necessary medical assistance, it was possible to save their lives.

In addition, despite the requirements of the law and repeated warnings, since Karen Avanesyan refused to comply with the lawful demands of the representatives of authority, he was apprehended by the police through the use of firearms and was subsequently provided with necessary medical assistance and treated in a hospital.

Based on the evidence collected in the criminal case, Karen Avanesyan has been charged under Articles 29,120.2.3, 29,120.2.4, 29,120.2.7, 29,120.2.11 of the Criminal Code of the Republic of Azerbaijan (Attempted intentional killing of two or more persons in connection with terrorism in a generally dangerous manner in connection with the performance of official duties), (attempted murder), Article 214.2.3 (terrorism committed with the use of firearms or objects used as weapons), Article 228.1 (illegal acquisition, storage, and transportation of firearms, their component parts, and ammunition), and Article 315 (resistance and use of force against a representative of authority).

Based on the motion of the preliminary investigation body and the presentation of the prosecutor conducting the procedural management of the preliminary investigation, a preventive measure of arrest was chosen for Karen Avanesyan by the decision of the Khankendi City Court.

The preliminary investigation of the criminal case has been completed and sent to the Ganja Court on Grave Crimes for consideration.
