FM Bayramov: Hybrid threats require closer coordination among Turkic states - UPDATED

On May 15, 2026, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov participated and delivered a speech at the informal meeting of the Council of Foreign Ministers of the Organization of Turkic States (OTS) held in the city of Turkistan, Kazakhstan, under the theme “Artificial Intelligence and Digital Development,” the Ministry of Foreign Affairs told APA.

Minister Jeyhun Bayramov stated during his speech that the regional and international security environment remains fragile, and that growing geopolitical uncertainties, ongoing conflicts, hybrid threats, as well as challenges related to energy and food security require closer solidarity and coordination among Turkic states.

To this end, the importance of strengthening cooperation in security, transport, energy resilience, cybersecurity, and other strategic areas was emphasized, while the strategic significance of the Middle Corridor and East-West connectivity projects linking Asia and Europe through the Turkic world was noted.

Information was provided about the reconstruction efforts carried out by Azerbaijan in the territories liberated from occupation based on the “smart city” and “smart village” concepts, and it was noted that the 13th session of the World Urban Forum, to be held in Baku in 2026, is an indication of the international recognition of Azerbaijan’s activities in the field of innovative and sustainable urban development.

In conclusion, confidence was expressed that the discussions to be held during the meeting would contribute to further strengthening solidarity, coordination, and partnership among Turkic states.

The Minister briefed his colleagues on Azerbaijan’s Digital Development Acceleration Action Plan for 2026–2028 as well as “Smart” reconstruction efforts in liberated lands.
 
The significance of WUF13 to be hosted in Baku in 2026 as a testament to Azerbaijan’s sustainable urban vision was noted.
 
Azerbaijan’s commitment to digital transformation of advancing cooperation within the OTS on AI and emerging technologies was reaffirmed.
