Overview of Azerbaijan’s non-oil and gas sector in the first half of 2025

In January–June 2025, Azerbaijan produced 62.0782 billion manats worth of gross domestic product (GDP), which is 1.5% more than in the same period of the previous year, APA-Economics reports.

In the first six months of 2025, GDP production in Azerbaijan’s non-oil and gas sector increased by 3.9% compared to the same period last year, reaching 42.985 billion manats. The share of the non-oil and gas sector in total GDP amounted to 69.2%.

Industrial production in the non-oil and gas sector grew by 6.3%

In January–June 2025, industrial enterprises and individual entrepreneurs operating in the sector produced industrial goods worth 31.2 billion manats, which is a 1.9% decrease compared to the same period in 2024. During this time, production in the oil and gas sector declined by 3.1%, while the non-oil and gas sector grew by 6.3%.

Azerbaijan’s non-oil exports grew by nearly 10%

During the reporting period, Azerbaijan’s non-oil exports reached 1.8 billion USD, marking a 9.9% increase compared to the same period in 2024.

Exports of food products grew by 19.1% and totaled 564.7 million USD in January–June 2025.

Exports of agricultural products increased by 21.9%, reaching 455.2 million USD, while agro-industrial product exports rose by 7.7% to 145 million USD. In total, combined exports of agricultural and agro-industrial products increased by 18.2%, amounting to 600.3 million USD.

In the first half of 2025, non-oil goods worth 586 million USD were exported to the Russian Federation, 287.3 million USD to Türkiye, 154.8 million USD to Georgia, 151.5 million USD to Switzerland, and 95.8 million USD to Ukraine.

The number of employment contracts in the private non-oil sector is approaching 1 million

As of July 1, 2025, compared to the beginning of 2019, the number of employment contracts in the private segment of the non-oil sector increased by 451,682, reaching 991,604 contracts.

Tax revenues from the non-oil sector increased by over 9%

In the first half of this year, nearly 8.7037 billion manats in taxes were collected into the state budget via the State Tax Service under the Ministry of Economy. This exceeded the forecast by 105.7%. Compared to the same period in 2024, tax revenues rose by 421.6 million manats or 5.1%.

Revenues from the non-oil and gas sector amounted to 6.421,6 billion manats, with the forecast fulfilled at 103.6%. Compared to the same period last year, tax revenues from this sector increased by 546.8 million manats or 9.3%.

Of the total taxes paid, 73.8% came from the non-oil and gas sector, while 26.2% came from the oil and gas sector.

State budget revenues from the non-oil and gas sector surpassed 10 billion manats

Revenues from the non-oil and gas sector to the state budget in January–June 2025 accounted for 51.9% of the total budget revenues, amounting to 10.2773 billion manats. This figure exceeded the forecast by 457 million manats (4.7%) and was 232.3 million manats (2.3%) higher than in the same period of 2024.

In the first half of this year, 62.4% of these non-oil and gas sector revenues (6.4176 billion manats) came from tax authorities, 30.1% (3.0911 billion manats) from customs authorities, 3.0% (312.2 million manats) from paid services of state-funded institutions, 4.3% (434.5 million manats) from other revenues, and 0.2% (21.9 million manats) from leasing state property.

Investment in the non-oil and gas sector increased by more than 13%

In the first half of 2025, a total of 8.0735 billion manats was invested in fixed capital. Investments in the oil and gas sector decreased by 23.8%, while those in the non-oil and gas sector increased by 13.5%.

Of the total investments, 4.0679 billion manats (50.4%) went to production areas, 2.672 billion manats (33.1%) to services, and 1.3336 billion manats (16.5%) to residential construction.
