Azerbaijan proposes penalties for AI-generated content using a person’s image or voice without consent

Penalties are being established for creating or disseminating photo, video, or audio materials using artificial intelligence technologies, as well as special software, by using a person’s image or voice without their consent, APA reports.

 

This is reflected in the new Article 148-2.1 added to the Criminal Code under the decree signed by Ilham Aliyev, President of the Republic of Azerbaijan on its implementation.

According to the draft, creating photo, video, or audio materials that do not reflect reality using artificial intelligence technologies or special software by using a person’s image or voice without their consent, or disseminating such materials in the media, in the event of mass display on internet information resources, or on information and telecommunication networks, will be punishable by a fine ranging from 3,000 to 7,000 manats, or community service from 360 to 480 hours, or restriction of liberty for up to three years, or imprisonment for the same period.

If the same acts are committed by a group of persons or a group acting in collusion, committed against two or more persons, committed with the purpose of defaming a person’s honor and dignity or discrediting them, or committed against the victim or their close relatives in connection with the performance of their official duties or public responsibilities, they will be punishable by imprisonment from three to five years.
