Azerbaijan to allow casino games only on artificial land plots

Casino games in Azerbaijan will be permitted exclusively on artificial land plots, APA reports.

This is reflected in a new section (Chapter 3-1) added to the law on the creation of artificial land plots in the section of the Caspian Sea (lake) belonging to the Republic of Azerbaijan.

According to the draft law, conditions will be created for carrying out investment activities on artificial land areas to promote and develop entrepreneurship. All types of entrepreneurial activities not prohibited by the normative legal acts of Azerbaijan may be conducted on these artificial land plots.

The draft also sets the rules for organizing and conducting casino games on artificial land. Under the draft, casino games in Azerbaijan may only be organized and held on artificial land plots in compliance with the requirements of this law.

For the purposes of this law, casino games mean games played on specially designated premises on artificial land plots that meet requirements set by the relevant executive authority. These include roulette wheels, cards, gaming tables, dice, and similar gaming equipment, as well as slot machines, through which money, material, or other prizes are played for, and the outcome depends on uncertainty or chance. Lotteries conducted under the Law on Lotteries and sports betting conducted under the Law on Physical Education and Sports are not considered casino games.

The organization and conduct of casino games in virtual form — including via the internet, mobile communication networks, social media platforms, other electronic communication means, internet and mobile telecommunication applications, and other technology-based platforms — as well as the sale of tickets (or other participation rights equivalent to tickets) for such games, and the execution of customers’ payment orders or other transactions related to participation by financial institutions are prohibited.

The procedure for organizing and conducting casino games is determined by the body designated by the relevant executive authority.

Persons under 21 years of age are prohibited from direct or indirect participation in casino games.

The provisions of this chapter do not exclude lotteries and sports betting conducted on artificial land plots in accordance with the respective laws on Lotteries and Physical Education and Sports.
