Azerbaijan and Türkiye to provide mutual military assistance in case of armed aggression

The purpose of the "Memorandum of Understanding between the Ministry of Defense of the Republic of Azerbaijan and the Ministry of National Defense of the Republic of Türkiye on Strengthening Mutual Military Security" is to strengthen cooperation in the field of defense between the parties in order to mutually ensure the security and territorial integrity of the states of the parties, as well as protect their sovereignty and independence," said Arzu Naghiyev, the chairman of the parliamentary committee on Defence, Security and Counter-Corruption, during the discussion of the draft law "On approval of the Memorandum of Understanding between the Ministry of Defense of the Republic of Azerbaijan and the Ministry of National Defense of the Republic of Türkiye on Strengthening Mutual Military Security" at today's session of the Milli Majlis, APA reports.

Arzu Nagiyev said that the document serves to deepen the Azerbaijan-Türkiye strategic alliance, including cooperation in the field of defense and security, as enshrined in the Shusha Declaration: “The purpose of the memorandum is to strengthen mutual coordination in the field of military security, develop joint exercises, military education, and cooperation in the defense industry. The document consists of 8 articles.

According to the agreement, the parties undertake to provide mutual assistance to each other in the exercise of the right of individual and collective self-defense recognized by Article 51 of the UN Charter in the event of armed aggression.

The parties provide military assistance to each other upon the request of one of them and in accordance with the procedure established in their national legislation. The parties regularly conduct joint military exercises and maneuvers in peacetime, as mentioned above.

The memorandum covers only issues in the field of military cooperation and military security, and within this framework, it includes only mutual assistance in the field of defense, training, equipment, and increasing the ability of the parties to act together.

The Parties, in accordance with their national legislation, strengthen the exchange of information and military intelligence cooperation in the military field, and accordingly, may share with each other information obtained in the field of military security (secret, top secret, special importance) and use this information during joint operations.

Any disagreements between the Parties regarding the interpretation or implementation of this Memorandum shall be resolved only through negotiations and consultations between the Parties.

The Memorandum of Understanding may be amended or supplemented at any time by mutual written consent of the Parties.

Either Party may terminate the Memorandum by notifying the other Party in writing through diplomatic channels of its intention to terminate. In such case, the Memorandum shall be terminated 60 days after the date of receipt of such notification.

The Memorandum of Understanding shall be implemented in accordance with the norms and principles of international law, shall not be directed against third states and shall contribute to the strengthening of peace and security in the region."
